Firing Mueller would be a politically explosive move that would raise new questions about Trump, whose dismissal of James Comey as Federal Bureau of Investigation director generated accusations of obstruction of justice and led to Mueller's appointment.
"I think he's considering perhaps terminating the special counsel", Ruddy said in an interview with Judy Woodruff of "PBS NewsHour".

Later Tuesday, Rosenstein told a Senate panel that he would not follow an edict from Trump to fire Mueller unless he believed the order was "lawful and appropriate".
Mueller and former FBI Director James Comey worked closely for years in the George W. Bush administration, when Mueller was FBI director and Comey was deputy attorney general.
The comment came in response to questions from Democratic Sen. If Rosenstein refused, Trump could fire him, too. "I personally think it would be a significant mistake, even though I don't think there is a justification [for a special counsel]".
On ABC, Gingrich said Mueller's team of lawyers are "bad people" and it is "delusional" to think Mueller's team could be fair to Trump.
White House staffers have nonetheless sought to talk Trump down from the idea. The person demanded anonymity to discuss strategy on the sensitive matter. "I've been friends the president for a long time". Still, he added, "I can't imagine that that issue is going to arise". Ruddy said Tuesday that he stands by his comments.
Top House GOP leaders appeared frustrated at the news conference about the multiple questions about Mueller's probe and what might happen if he were forced out of his position.
