Mexico's move follows a tide of global condemnation of North Korea for repeated missile launches and the test of a powerful nuclear weapon in recent weeks.

The United States, which has proposed an oil embargo and a freeze on North Korean leader Kim Jong Un's assets, among other punitive steps against the country, has requested the 15-member Security Council to vote on the resolution on Monday.

Kim himself has called the ICBM tests "gift packages" that the North was delivering to the "US bastards".

In Washington, President Donald Trump reiterated on Thursday that military action was "certainly" an option against North Korea as his administration tentatively concurred with the pariah nation's claim to have tested a hydrogen bomb.

Seoul has hardened its stance against Pyongyang after its torrent of arms tests, the latest on Sunday being a detonation of what North Korea said was a thermonuclear weapon built for missiles capable of reaching the U.S. mainland.

North Korea conducted its fifth nuclear test on September 9 past year, and then carried out a sixth a week ago, saying it was a hydrogen bomb that could be fitted onto a missile - prompting global condemnation and calls for further sanctions.

Sunday's blast was the North's sixth nuclear detonation and by far its biggest to date.

Chinese foreign minister Wang Yi said Beijing supports further United Nations action against North Korea but also wants to see renewed efforts to begin dialogue involving all sides.

"Hopefully we're not going to have to use it on North Korea", he said during a joint press conference at the White House with Kuwaiti Emir Jaber al-Ahmad al-Sabah.

Mr Putin expressed concern that cutting off oil supplies would hurt regular North Koreans, the official said.

The official, speaking to reporters on condition of anonymity, also said there was a grave risk that North Korea might "miscalculate" the US response to its behaviour and warned Pyongyang not to "under-estimate American will to protect ourselves and our allies".

North Korean state-run newspaper Rodong Sinmun said in an editorial on Saturday that Pyongyang was now a nuclear power and praised Kim for his "brilliant achievement" in strengthening "defences to protect the Korean peninsula from invasion". Describing Haley's comments as a "hysteric fit", the state-run Korean Central News Agency threatened unspecified retribution. Any threat to the U.S. or its allies will be met with a massive military response, the official said.

Just days before its sixth nuclear test, North Korea launched an intermediate-range ballistic missile that crossed Japan before landing in the northern Pacific Ocean.

The US is willing to risk a veto of its proposal rather than see it watered down, according to a Security Council diplomat who asked not to be identified while negotiations are ongoing. Secretary of state Rex Tillerson raised the issue of North Korean "guest workers" in Kuwait during a meeting with the Middle Eastern country's foreign minister in Washington on Friday.

However, there are no reports of Kim receiving a message of greetings from Chinese President Xi Jinping, a possible indication of fraying ties between the two neighbors.
