Putin warns of 'global catastrophe' in N Korea impasse

South Korean President Moon Jae-in said he and Russian President Vladimir Putin agreed that reducing regional tension and “quickly solving” the security challenges posed by North Korea’s nuclear and missile program were critical

U.S. -Russian relations have also been badly strained by Moscow's annexation of Crimea in 2014 and the subsequent separatist conflict in eastern Ukraine, developments which led Washington to impose economic sanctions on Russia.

The North's latest and sixth nuclear test is widely considered its most powerful test staged so far. They are also considered sympathetic toward their communist neighbor North Korea.

Russian Federation has maintained that the situation on the Korean Peninsula must be resolved through diplomatic means and has been critical of Washington's plans for proposing a new draft resolution to the UN Security Council.

"Russia will never accept nor acknowledge North Korea's nuclear status".

Instead, Putin reiterated the existing position that calls for dialogue.

"Negotiations will depend on the will of the parties", the United Nations chief added.

Like China, Russia has opposed the deployment of the US' Terminal High Altitude Area Defense anti-missile system in South Korea and wants to maintain the status quo on the peninsula.

Putin, while condemning North Korea's missile and nuclear development as posing a threat to global and regional peace and safety, said "there are only political and diplomatic means to resolve the nuclear problem on the Korean Peninsula".

Speaking at the Security Council meeting, Ms Haley said "enough is enough", warning the organisation that its approach of imposing "incremental" sanctions against North Korea had not worked.

As well as the US, South Korea and Japan, plus permanent Security Council members France and Britain, have called for stronger measures against it, with several arguing for a potentially crippling oil embargo.

"Russia can not sue the United States in the International Court of Justice, because Russian Federation is not a party to an optional protocol relating to the Vienna Convention on Diplomatic Relations, nor a party to an optional protocol relating to the Vienna Convention on Consular Relations", he explained.

If Russia leaves the North to do as it likes for fear of the possible deterioration of their relationship, it may fall into bigger trouble in a nuclear domino effect.

"Let's see how well the much-praised American legal system works in practice", he added.

South Korea has detected "continued activities" related to North Korea missile tests, according to a government official who asked not to be named in line with government policy.

It is not immediately clear what equipment Trump was alluding to with his Tuesday morning tweet, but analysts said he was most likely referring to missiles and related systems.

Ohio State University Professor Emeritus of International Law Professor John Quigley told Sputnik that no USA court would allow the United States government to be legally exposed to such a lawsuit instigated by Moscow.

Although to a lesser extent than Beijing, Moscow has been instrumental in blunting the impact of sanctions against the Kim Jong-un regime.

Moon stressed North Korea is also an issue that should be resolved for Russian Federation to develop its Far Eastern region.

The most alarming aspect of North Korea's nuclear test is that it's developing the technology alongside efforts to improve the accuracy and payload of its long-range missiles.

One of the first steps to take will be to strengthen communications and economic cooperation with Russian Federation.
