EPA Announces Repeal of Major Obama-Era Carbon Emissions Rule

EPA Administrator Scott Pruitt announced Monday he will sign a rule eliminating the Clean Power Plan, an Obama administration policy created in 2015.

Virginia's gubernatorial race is pitting Democrat Ralph Northam against Republican Ed Gillespie, who supports the Trump administration's efforts to repeal the Clean Power Plan.

He said: "The war on coal is over".

The announcement came as no surprise, as Trump promised a repeal on the campaign trail to bring back mining jobs. "I believe these actions will help lead to a rebound for coal and will make lives better for coal miners and their families", he said.

For the timeline, states had until 2016 to submit initial plans with the possibility of an extension until 2018.

"The damage caused by Trump's willful ignorance will now have myriads of human faces, because he's proposing to throw out a plan that would prevent thousands of premature deaths and tens of thousands of childhood asthma attacks every year".

Pruitt's latest pledge is also likely to be met with fierce legal resistance from environmental and public health advocates.

The decision goes in line with June's decision to withdraw the U.S. from Paris Agreement with the wider aim to revive the USA coal industry and boost domestic fossil fuels production.

Trump's order called on the EPA to review the plan to determine whether it overstepped the authority of government when it called for stricter emissions limits.

The Clean Power Plan requires states to meet specific carbon emission reduction standards based on their individual energy consumption.

The plan was the country's first federal carbon pollution restriction for power plants. Twenty-seven states joined the challenge, which is still pending.

The Clean Power Plan was meant to significantly curb pollution by regulating the carbon emissions from different types of power plants.

"The Trump administration's persistent and indefensible denial of climate change - and their continued assault on actions essential to stemming its increasing devastation - is reprehensible, and I will use every available legal tool to fight their risky agenda", Schneiderman said.

Environmental advocacy groups quickly blasted Pruitt's decision, with many vowing to fight the measure in court. The rule withdrawing it will be posted for a public comment period on Tuesday and the EPA could look at further feedback for any replacement. They were using every bit of power, every bit of authority to use the EPA to pick winners and losers in how we generate electricity in this country.

Michael Brune, Executive Director of the Sierra Club, said that President Trump and Pruitt are launching "one of the most egregious attacks" on public health and climate safety. The final rule was based on 2014 energy market projections, when the Energy Information Administration projected modest increases to power sector carbon emissions from their lowpoint in 2012.

In March this year, President Donald Trump signed an executive order, directing the EPA to "suspend, revise, or rescind" the Obama-era rule.
