She won the spot from incumbent 13th District Delegate Robert G. Marshall, who, according to The Washington Post, called himself Virgina's chief homophobe. "Bob is my constituent now." .

Roem discussed her gender identity when asked throughout the campaign and responded to flyers released by Marshall's campaign that referred to her using male pronouns. And while her victory took what some pundits viewed as a gutsy path to victory in a state whose politics were once defined by far more conservative views, she insisted she never wavered in her decision, trusting voters to take faith in her message and see past her non-traditional day job and lifestyle. In contrast, Roem just turned 33 this September, making her victory even more inspiring.

"We have got to change the culture in Richmond, and sending two reporters between myself and Chris Hurst (a former Virginia local news anchor whose girlfriend, a reporter, was killed on live TV), that's a great start". Maybe if weren't so judgmental and homophobic, he could have lost with dignity.

Marshall had been at odds with LGBT issues and had proposed a state bill in 2015 that would allow anyone who has a license with the state to refuse services to gay people and earlier this year introduced a bill to restrict transgender people's access to public restrooms, CNN local affiliates reported.

When questioned about his move to block a Medicaid expansion, which purported to benefit 400,000 people, Marshall gave a freakish argument suggesting expanding the health care initiative would mean cutting down on other things.

Roem also focused on jobs and schools during her campaign.

However, Marshall's attack ads became his own undoing as they enabled Roem to debunk the rumors surrounding the LGBTQ community. She defeated long-time Republican Del. Victory Fund, a group that advocates for LGBTQ candidates, said Jenkins is the first openly transgender woman elected to the city council of a major US city.

In a statement following Titus' win, Victory Fund President and CEO Aisha C. Moodie-Mills told PennLive that it was a "historic night for trans candidates" in the country, adding, "Tyler is part of a vanguard of leaders who are determined to be part of the conversation on issues that affect their lives".
