The two men have been arrested on suspicion of plotting to kill the prime minister by using a bomb disguised as a bag to blow off the gates of Downing Street and then attack her with knives, the reports said.

Naa'imur Zakariyah Rahman from north London was charged with preparing acts of terrorism and was remanded in custody during a hearing at the Westminster Magistrates' Court, the BBC reported.

Rahman appeared with 21-year-old Mohammed Imran, from Birmingham, who was also charged with preparing to commit acts of terrorism.

Earlier Tuesday, Andrew Parker at the meeting of the Cabinet of Ministers on the prevention of nine attacks over the previous year. Three of the perpetrators were known to security services, according to an internal review which said opportunities to stop the Manchester Arena bombing attack were missed by security services.

The Daily Mirror, Sun and Telegraph stated two terror suspects charged earlier on Tuesday by the Metropolitan Police had been planning an attack on No.10.

Police believe their plan was to detonate some sort of improvised explosive device (IED) at Downing Street and attack and kill the Prime Minister in the ensuing chaos, Sky News reported. When asked about his nationality in court, Imran said he was Bangladeshi British.

Mr Imran allegedly planned to join Isis in Libya. The recording would have given Imran greater credibility with the terrorist organization, the document said.

Officials said it was the 22nd foiled plot since March as hundreds of terrorist suspects remain under investigation.

The men were arrested in raids by Scotland Yard's counterterrorism command in London and Birmingham on November 28.

In 1991, Irish Republican Army (IRA) militants launched a mortar bomb attack on No. 10. John Major, the prime minister at the time, was inside but not hurt.
