He therefore assured that the appearance of dead persons' names was a mistake which would be corrected.

In a statement today by SERAP deputy director, Timothy Adewale, the organization said, "Appointing at least eight dead people as board members would seem to suggest that the 1,467 appointments approved by Buhari were unscreened for competence, merit, equity, aptitude and conflicts of interest".

Mr Ugbaja, who was appointed by the President as a member of the Consumer Protection Council, died on November 29, 2017.

He explained that the list was compiled in 2015, but when the panel constituted to compile the list submitted its report early this year, President Muhammadu Buhari had health challenges and left the country on medical leave.

News that President Muhammadu Buhari has appointed 209 chairmen of boards and parastatal of some federal agencies has shocked Nigerians when it was discovered that no less than five persons on the list have since died.

Reports say another appointee to the board of the National Film and Video Censors Board had passed on as well but Daily Trust on Sunday could not confirm this as at the time of going to press.

"Letting the civil service systems get on with board appointments would also assure basic bureaucratic "hygiene, ' and help to facilitate the establishment of strong boards that would be better placed to 'deliver the goods" to Nigerians in the democratic context".

President Buhari had on 16 July, 2015 dissolved the governing boards of numerous federal parastatals, agencies and institutions.

As the hours ticked away however, it became clear that some of the appointees would be in no position to receive their appointment letters in person and would definitely never be able to carry out the assigned task as they had passed on, even if the letters may be received by the administrators of their estates.

While urging the presidency to show penitence in its activities, she said, "There is a Golden Rule in Strategic Communication of Policy where you are advised to "own the fiasco....eat the humble pie.... show penitence.... ride the storm.... avoid any braggadocio....just pray the media & public show mercy & move on".

Shehu further explained that the president only made a decision to revisit the matter recently and therefore directed the new SGF to release the list.
