Jammu and Kashmir Liberation Front chief Yasin Malik has taken up the cause of Indian prisoners, including Jadhav, in Pakistan in an open letter to foreign minister Sushma Swaraj.
Of these prisoners, 399 are fishermen who had crossed into Pakistani waters and 58 other civilians.
India has repeatedly emphasised the need for early release and repatriation of civilian prisoners. "We also await consular access to those Indian nationals in Pakistan's custody for whom it has so far not been provided, including Kulbhushan Jadhav and Hamid Nehal Ansari", the ministry said.

The exchange of the lists of prisoners comes days after Indian death-row prisoner Jadhav met his family on December 25 in Islamabad. However, India and Pakistan later got into a diplomatic spat over the treatment of the wife and mother of Jadhav and the way the meeting was conducted by the Pakistani side.
While Pakistan claimed that its decision to allow Mr Jadhav's family to travel to Islamabad to meet him was a humanitarian gesture, India has slammed Pakistan for violating mutual understandings, asserting that Mr Jadhav appeared coerced and under considerable stress during the tightly-controlled interaction.
Pakistan and India have exchanged the list of nuclear installations and facilities in their respective countries, in a tradition that has continued since January 1992 under an agreement, the Pakistan Foreign Office said in a statement on Tuesday.
