All the crew members of the tanker, 30 Iranians and two Bangladeshis, are missing while all those who were overseas the Chinese vessel have been rescued.
It was carrying a $60m (£44m) cargo equivalent to slightly under a million barrels.
South Korea's coast guard has sent a ship and an airplane to assist the search effort.
Thirty-two people are missing after an oil tanker and a cargo ship collided off China's east coast on Saturday evening. "There is an oil slick and we are pushing forward with rescue efforts", the ministry said.
Dramatic pictures show plumes of black smoke rising from the scene as the ship is engulfed by a huge fire.
The second vessel involved was a Hong Kong-flagged cargo ship carrying 64,000 tonnes of grain.
The Chinese government gave no details of the size of the spill.
The Panamanian-flagged 274-metre (899-foot) tanker "Sanchi" was operated by Iran's Glory Shipping and was heading to South Korea with its cargo, the ministry said. All 21 Chinese crew members on the bulk freighter have been rescued.
The Sanchi tanker, leased by Hanwha Total Petrochemical Co Ltd, had "valid foreign insurance", Iranian oil ministry spokesman Kasra Nouri told Iran's state television.
CF Crystal, which was built in 2011, suffered "non-critical" damage, China's transport ministry said.
