"We have waited for the federal government to do something and of course, that never quite happens", Gov. Malloy said on a morning conference call. announcing that Connecticut, New York, New Jersey and Rhode Island, will be forming a coalition called "States for Gun Safety".

In an effort to combat gun violence, tri-state area governors on Thursday announced the creation of the "States for Gun Safety" coalition as well as a consortium to asses gun violence data.

New Jersey Gov. Philip D. Murphy said the governors have been working on the effort for at least a year and, while it's not a reaction to the Parkland, Fla., school shooting, they are accelerating their efforts in light of the tragedy.

She also said that the four governors in the coalition would press other governors to join them at a meeting this weekend of the National Governors Association. He said they are taking the step in the context of inaction by Congress.

Malloy was governor during the Sandy Hook school shootings in 2012, when a shooter killed 20 elementary school children and six adult staff members, as well as his mother and himself. "This idea that we're going to be safer because we have more arms doesn't work very well in Syria, doesn't work very well in Iraq, and probably won't work very well here", he said in the CNN interview. "As states, we must work together to take the steps and enact the measures to protect our residents and our communities".

State law enforcement agencies will be given details on firearm purchase or permit denials for people who are disqualified, according to the release. The coalition of governors also will launch a Regional Gun Violence Research Consortium to research gun violence.

"We want to send a powerful message to the entire country that it's possible to strengthen gun laws and save lives", said Rhode Island Gov. Gina Raimondo.

Law enforcement already has tools to keep track of the movement of guns across state borders, said Greene County Sheriff Greg Seeley.

Currently, states are limited to using the federal government's background check system, which does not always pick up violations that lead certain states to prohibit citizens from owning guns.

Similarly, New York State has a database of tens of thousands of people deemed too mentally unstable to carry firearms but those names are not part of the federal database that other states would use to see if they are eligible to buy a gun.

"Let's be clear what "comprehensive background checks" means - subjecting all commercial sales (gun stores/shows, online sales) to checks", Murphy wrote in a tweet.
